Inside the model

A methodology, under control

A framework that changes shape to suit each engagement cannot diagnose anything. The CCMM is governed: versioned, defined, and changed only deliberately.

Why governance is the point

The value of a diagnosis is that it can be trusted, compared and repeated. That requires the model to hold still. If the domains, the levels or the meaning of evidence drift between assessments, a second reading tells you nothing about whether the organization improved — only that the ruler changed.

Governance is therefore not administrative overhead. It is the mechanism that makes capability measurable over time.

The controls
01

Versioned

The model has a version. Every diagnosis records the version it was produced under, so two assessments can be compared without ambiguity.

02

Controlled

Domains, capabilities, maturity definitions and evidence standards are held in controlled documents. They are not improvised per client or per engagement.

03

Semantically fixed

Each core term has one authoritative definition. Maturity, effectiveness, evidence, confidence, gap, constraint and priority mean the same thing to the assessor, the software and the executive report.

04

Change-managed

Changes to the model are proposed, reviewed and released deliberately — never applied silently mid-engagement.

What is public and what is not

The architecture is public: seven domains, thirty-four capabilities, five maturity levels, and the sequence from diagnosis to causal explanation to build sequence. It should be possible to understand how the model thinks before you engage with it.

The controlled interior is not public: assessment wording, evidence standards, dependency architecture, prioritization logic, benchmark reference data, report generation rules and build playbooks. That material is the methodology itself, and publishing it would degrade both its integrity and its value to clients.

Performance is the outcome. Capability is the cause.
